Answer: The "duplet rule", which is really called the duet rule, is an exception to the octet rule. The octet rule is used to help us understand the bonding of the atoms in the first rows of elements. It basically states that atoms in molecules are most stable when they have a full octet of electrons in their orbitals. There are exceptions to this rule but it serves well in many cases.
The elements that are in the 2nd row and higher are able to hold 8 electrons in their bonding orbitals. However, hydrogen is only able to hold two electrons in its valence shell (bonding orbitals). That is where the duet rule comes from. The fact that helium has only two electrons is immaterial because it forms no compounds-i.e., it bonds with no other atoms. However, it is completely unable to hold more electrons because the higher energy levels ( n = 2, etc) require too much energy for He to have extra electrons.
The duet rule does not apply to Be because it has low energy orbitals available to form chemical bonds. Compounds such as BeCl2 form bridging structures between Be and Cl so the numbers of electrons involved in bonding is more than two. Some atoms like Be and B have compounds that are exceptions to the octet rule.
