Answer: It is self proclaimed by Congress but they are the one who divided the country on caste religion bases and missed any opportunity to implement divide and rule policy on the basis. They just play Secular card for Muslim voters. They are the worst in violating human rights killing thousand and thousand and yet they claim that they are secular whereas other prominent parties are not. The other main contribution of congress is creation of Regional Political Parties based on caste, religion etc.
