Answer: It is self proclaimed by Congress but they are the one who divided the country on caste religion bases and missed any opportunity to implement divide and rule policy on the basis. They just play Secular card for Muslim voters.
They are the worst in violating human rights killing thousand and thousand and yet they claim that they are secular whereas other prominent parties are not.
The other main contribution of congress is creation of Regional Political Parties based on caste, religion etc.

Obama ran on health care reform and won by 192 electoral votes. What is the Republican solution to health care reform? Whats their plan? Besides having shouting matches at Town Hall meetings to justify and defend a tired and bankrupt ideology! Wheres the BEEF? I hope Democrats ram it through without one single Republican vote. After all its the will of the people that gave Democrats a mandate last November. The President needs to put forth a set of conditions to get his party in line.
