Answer: Not sure. It may be called a 'mutual fund' but actually be a lot mroe complex than the average fund. If it is in fact number one there could be a lot of subtle reasons like for example the government may require it to hold much more in cash accounts or bonds. The government may require certain conditions upon its fund investing in other businesses such as lower fees and guarantees which other funds do not require. It's most likely very large so it has the power of lots of money; that itself gives it a lot better treatment from businesses which is invests in. Times have been tough for the last two years so any fund which had tougher requirements in terms of where it invests for its money on the sidelines and for its money in investments probably wouldn't have been taking so many risks and so wouldn't have lost as much as the other funds out there which basically are at the hands of their fund manager. Fund managers are people and so they make stupid mistakes. The Malaysia fund you have mentioned probably has a lot of regulation and so its much more stable. Right now world leaders are calling for more regulation of the financial industry in order to prevent the people who manage investments from gambling them away. Malaysia probably has some good controls in place so its fund wasn't hit so hard during the crisis. But controls also mean you don't usually see wild increases as well. You'll see a steady return and that is the safest for any public fund.
