Answer: golgi apparatus create golgi vesicles. Golgo vesicles are what transport substances by either endocytosis, exocytosis or pinocytosis. The vesicle itself is a single membrane structures organelle. It is a phospholipid bilayer which means it can bind with the plasma membrane during exocytosis. A vesicle can be formed in reverse when the plasma membrane infolds, detaches and forms a vesicle. The substances, such as minerals (endocytosis) or waste (exocytosis/pinocytosis) are transported inside the vesicle. It is like packaging.

Answer: Golgi appratus principally performs the function of packaging the materials, to be delivered either to the intra-cellular targets or secreted outside the cell. Materials to be packaged in the form of vesicles from the Endoplasmic reticulum fused with the cis face of the golgi apparatus and move towards the maturing face.
A number of proteins synthesised by ribosomes on the endoplasmic reticulum are modified in the cisternea of the golgi appratus before they are released from it trans face.

I know that the golgi apparatus (or a golgi body) is made up of membrane bound sacs called cisternae, however, I need to know what those are made up of. Are they made up of lipids or proteins or what?
Answer: The most recent research in cell biology has describe the Golgi appartus as far more a dynamic structure than was previously thought. It was previously assumed that the Golgi was a series of static cisternae, and vesicles fused in and out of these, modifying their contents.
According to current research, however, this isn't the case. Vesicles bud off from the endoplasmic reticulum to the Golgi for further processing. As these vesicles bud off, they bind together and form a globular body. This globular body eventually becomes the cis-face of the Golgi. Enzymes modify the cis-face, and eventually convert it into the medial and then finally trans-face of the Golgi. Meanwhile, more vesicles will bud off from ER and form the cis-vesicle. The appropriate enzymes necessary in the cis, medial and trans faces of the Golgi are constantly cycled back via retrograde transport.
The cisternae themselves are therefore many bound vesicles. The have a membrane composed of phospholipids and proteins, and most often transport proteins. However, the exact composition of the cisternae will vary depending on what is being transported.

The endoplasmic reticulum also synthesizes proteins, and sometimes, these proteins need to be exported from the cell, so they get packaged and sent to the Golgi apparatus for exportation.
Think about it like...like people taking a bus or a plane. The endoplasmic reticulum is the bus station, and the Golgi apparatus is the airport: You go to a bus station to travel within your area, but the airport to go outside your area.

Im doing a biology project and Ive thought over everything possibly to do, however I cannot find a possible way to make a 3D model of a Golgi apparatus. I tried Play-Doh, but that failed. What would work, based on your experiences?
Answer: I can honestly say that I've never had to make a Golgi apparatus, however I am creative. I would go with using food of some sorts. Either sheet candy (like taffy or airheads) or possibly pasta. Taffy would work great, it's easy to shape and stiff as, well, it is stiff and gets harder.
