Answer: Electronegativity (or EN for short) is the relative strength with which an atom pulls on electrons in a chemical bond. When two atoms bond there is some competition for the electrons that bond them. The atom that pulls harder dominates the electrons in the bond. The difference in the atoms' ENs determines to what degree the more electronegative atom dominates those electrons, and what kind of bond forms.

Notice how as a general rule the ENs increase as you move from left to right across the periodic table and also as you move from bottom to top. The most EN element on the periodic table is fluorine. The least EN is francium or cesium.
In order to determine what type of bond forms between two atoms, find the difference between their EN values. If the ∆EN (difference in EN) between the two atoms is zero, then the atoms share their bonding electrons evenly and the bond is nonpolar covalent. If the ∆EN is greater than zero but less than 2, the atoms share electrons but not evenly. The more EN atom pulls the bonding electrons harder than the less EN atom, resulting in a polar covalent bond. If the ∆EN is greater than 2, then the less EN atom will completely lose its bonding electrons to the more EN atom. This is known as an ionic bond.
It should be noted that there is no clear distinction between polar covalent and ionic bonds; instead, as the ∆EN becomes greater and greater, the bond becomes more ionic and less covalent. Placing a boundary at a ∆EN of 2 is purely arbitrary. It's also worth noting that this is just a general rule of thumb. Different pairs of elements can form different bonds under different situations, and each situation must be analyzed separately before any decision on bond type can be made.
Having said that, let's look at some examples. Consider the bond between potassium, K, and chlorine, Cl. The EN for K is 0.8 and the EN for Cl is 3.0. The difference between these EN values is 2.8. We would expect the bond between K and Cl to be ionic, with chlorine taking electrons from potassium because of its much higher EN. This is in fact what experiment suggests: the compound KCl is held together by ionic bonds.
Consider the bond between H and O (as found in a water molecule). The EN for H is 2.1 and the EN for O is 3.5, a difference of 1.4. H and O are joined by a covalent bond (meaning they share electrons) but the bond is highly polar because the oxygen atom has a much greater pull on the bonding electrons than the hydrogen atom does.
Finally, consider the bond between two Cl atoms. Because the atoms are identical, so are their EN values. The ∆EN between the atoms is zero. Two chlorine atoms share electrons evenly and form a non-polar covalent bond.
How does this affect the properties of water? Water is made of two hydrogen-oxygen bonds. As we have already seen, these bonds are very polar. The orientation of the bonds means that the molecule as a whole is also polar. When a molecule is polar, it has a higher melting point and boiling point than similar molecules that are non-polar.
When hydrogen is bonded to nitrogen, oxygen, or fluorine, it forms an extremely polar bond that nearly strips the hydrogen atom of its lone electron. The hydrogen nucleus, which is very small and positively charged, is all but exposed because of this, which allows the hydrogen nucleus to get very close to partially negative atoms of other molecules. This is called hydrogen bonding. Although hydrogen bonding isn't as strong as a covalent or ionic bond, it is much stronger than the attraction between molecules that are simply polar. Water is polar, but it also exhibits hydrogen bonding because its two hydrogen atoms are directly bonded to a very EN oxygen atom. This means that water has a much, much higher melting and boiling point than other similar compounds. For example, H2S, which is also polar, boils at -60.7ºC. H2O, because of its hydrogen bonding, boils at 100ºC, nearly 160ºC hotter than the boiling point of H2S. Also, compare the boiling point of water with that of CH4, which has a similar mass as water but which is completely non-polar (and lacks hydrogen bonding). The boiling point of CH4 is -161ºC, about 100ºC lower than that of H2S (because H2S is at least polar) and 260ºC less than that of water (which is polar and has hydrogen bonding).
Another unusual property of water that can be attributed to hydrogen bonding is the fact that ice floats in it. For almost every other substance, the solid phase sinks in the liquid phase because the solid phase has a greater density. For water the opposite is true. Hydrogen bonding causes ice to have a crystal structure with lots of open spaces, decreasing its density and causing ice to float in liquid water.

Answer: Well when water is in a liquid state, you can imagine the water molecules as a bunch of squares thus making liquid more contracted. Squares can be stacked without any space being left. While when water is in the state of a solid, it seems to crystalize, so imagine a bunch of diamond shaped molecules trying to be stacked, their is obviously gonna be space between the two ice molecules because diamonds aren't asymmetric. This is why ice is more dense then water, because it takes up more room to stack the same amount of diamond shaped molecules then it does to stack square shaped molecules. If water did not have this property, ice wouldn't float and this whole world would be upside down!

Oxygen is much more electronegative than Hydrogen. This makes H2O a polar covalent bond.
Purified water, with no contaminants at all in it, does not conduct electricity to an appreciable degree because water does not ionize into H+ and OH- to a sufficient degree to transport charges well.
However, since the water from the faucet, bath, kitchen sink, etc., is not pure . . . Yes, it will conduct.
The reason is that impurities and dissolved minerals which are harmless (some are even necessary!) to your body, are dissolved in non-laboratory quality water. These impurities allow charge to flow.
