Answer: Why would they need to take leave? If they want to go anywhere it would probably be an official State visit. For the sitting President you can calculate his duty hours compared to hours available. For the PM, he can pretty much do what he wants. There's only one higher authority that may have some influence.

You certainly don't have your facts right - the President is a ceremonial figurehead who only has certain veto powers. He is not the one who set ERP. And no he isn't a vampire and I am very sure he doesn't suck the blood out of Singaporeans or foreigners.

Answer: The union was uneasy, however, and in 1965 Singapore separated from Malaysia and became a sovereign state within the Commonwealth. It also became a separate member of the United Nations (UN). In December of that year the island was proclaimed a republic. Inche Yusof bin Ishak, who had been Singapore’s head of state since 1959, became the first president. His successors were Benjamin Henry Sheares, who held the office from 1971 until his death in 1981, and C. V. Devan Nair, who took office in 1981. Nair resigned the presidency in 1985 and was replaced by Wee Kim Wee. From 1959 to 1990 executive power was exercised by Prime Minister Lee Kuan Yew. His People’s Action Party (PAP) captured parliament in every election from 1968 on, and he governed with a firm hand. Fearing Communist subversion, Lee staunchly supported U.S. policies in Southeast Asia, and in 1971 he led Singapore into a defense alliance with Australia, the United Kingdom, Malaysia, and New Zealand. Lee’s attitude toward the Communist regimes in the region was a more conciliatory one after the end of the Vietnam War (1959-1975). In 1990 he finally extended diplomatic recognition to mainland China.
Lee resigned in 1990 and designated Goh Chok Tong as his successor. Goh’s People’s Action Party won 77 out of 81 seats in the 1991 parliamentary elections. In 1993 Singapore held its first direct presidential elections, and Ong Teng Cheong of PAP received nearly 60 percent of the votes cast. In parliamentary elections held in 1997, PAP raised its number of seats to 81 out of 83. Opposition candidates won 2 seats, and an additional opposition candidate was nominated to parliament. Ong declined to run for a second term as president. He was succeeded in 1999 by former diplomat S. R. Nathan, who became president without an election after Singapore’s Presidential Elections Committee declared his two rivals ineligible.

Why does Singapore also have a President when there is already a Prime Minister?
Answer: Singapore has a president because it is a parliamentary republic. In this system of government, the parliament legislates, and the laws are executed and turned into policy by the executive, which consists of the prime minister and his cabinet. The PM is the chief executive, the head of government.
However, there is also a head of state. In countries like the USA, the head of state and head of government is the same person -- the US president. Since the president is not part of the legislature, this serves to separate powers. However, parliamentary systems are not so separated, and the head of government (the PM) is part of the legislature. So, a separate head of state serves to check government power slightly, while carrying out largely ceremonial roles. Most heads of states in parliamentary systems are responsible for greeting foreign dignitaries, calling parliament into session, formally appointing the prime minister (a formal power that becomes important if a parliament deadlocks), co-signing laws passed by the parliament, and sometimes dissolving the parliament and calling for new elections. Sometimes, the head of state is the formal commander of the armed forces, as well. The head of state is usually seen as a leader of the nation, who is above politics and does not get involved in day-to-day issues of governance.
So, the head of state is largely a figurehead, although some powers become important in a parliamentary crisis. The role has to be filled by someone not in parliament (in all parliamentary systems except South Africa and Botswana), and so there are two possibilities. Answer: Wee Kim Wee (Simplified Chinese: 黄金辉; Pinyin: Huáng Jīnhuī; November 4, 1915–May 2, 2005) was the fourth President of Singapore, from 1985 to 1993.
Born into a humble family, Wee Kim Wee was the son of a clerk, Wee Choong Lay and his wife Chua Lay Hua. His father died when he was eight. Wee started out as a clerk working for The Straits Times, before becoming a reporter focusing on political issues. He eventually became one of the paper's main reporters. In 1941 he joined the United Press Associations, and was its chief correspondent in the 1950s. He returned to The Straits Times in 1959, and was appointed deputy editor in Singapore. In 1966, he interviewed the former Indonesian president, General Suharto, reporting Suharto's intention to end the three-year confrontation with Malaysia (see Konfrontasi). He broke the news with a front-page headline using Suharto's own words: "Suharto: 'Peace: The sooner the better'" [1].
Wee was editorial manager when he retired in 1973 to become the High Commissioner to Malaysia, a position he held for seven years. He was appointed ambassador to Japan in September 1980, and to South Korea in February 1981. At the end of his diplomatic career in 1984, he was appointed chairman of the Singapore Broadcasting Corporation – the predecessor of the current MediaCorp Studios – and became president a year later.
A highly popular president, he was noted by people from all walks of life for his approachability and humility during his term in office. Modest, friendly, and sincere, he is remembered as the People's President.
Wee amended the Singapore constitution in January 1991 to allow for the direct election of the President, who would have the right of veto over civil service appointments and the use of government reserves.
The creation of the elected presidency is a major constitutional and political change in Singapore's history as under the revision, the President is empowered to veto government budgets and appointments to public office. The President also have the rights to veto government budgets and appoinments to public office. This allows him to examine the Government's exercise of its powers under the Internal Security Act and religious harmony laws, and in investigations into cases of corruption.
In 2004 he wrote his autobiography, Glimpses and Reflections. From the royalties and other donations, half a million Singapore dollars were donated to eight charities.
Wee died on 2 May 2005 at 5:10am SST in his home at the age of 89 from prostate cancer. A humble man up to his death, he had asked to be cremated and for the ashes to be placed in the Mandai Columbarium with those of ordinary citizens, instead of at the Kranji War Cemetery, where people of his rank are usually buried. He was given a state funeral, and a large crowd turned up to pay their last respects. Prior to cremation, reverend Shi Ming Yi and two other abbots conducted the Buddhist last rites for Wee.
